First Go to Blogger Dashboard.
Select Blog you want to Fix Comment Box.
On the Left side bar Click Template -> Edit Html.
Now Press CTRL+F to search tags into your template.

Now all you have to do is Click save , and try to visit your blog using you Mobile Devices.

Try go to Templates then click Customize then Click Advance then select ADD CSS
